Webmaster?

Hey there,
I recently set up an on line business and just realized I couldn't use Google Adwords. Asked around about advertising and someone said I needed to be a webmaster. Someone else said you are a webmaster if you have admin rights. Can someone please direct me to somewhere where I can get detailed information.

Have you gone here: http://www.google.com/adwords/ They have a toll free number to get help in setting up an account, and I'm sure they'd be available to answer any and all questions.
