I would be very careful offering freehosting to your affiliates. I would tend to only offer it to a select few affiliates that generate income and that you can trust - otherwise you are opening your server up to abuse. And yes, I would definately block all cgi / php / sql, unless it is someone you trust.

All the free hosting places I have looked at in the past only ou allowed FTP and HTML/images. I don’t even think the companies that will host your own name don't give you cgi, php, or SSI access. At least none that I have seen do.
You'll get more with a kind word and a 2 by 4 then you'll get with just a kind word.

From what i know there are a couple of affiliate programs that have free hosting however, i cant for the life of me remember which ones allow affiliates to use .php and .cgi scripts i do however know that some of them do.
Ill try to remember and post the name of it in here if i do.. sorry i couldnt be much more help than that right now

I've only come across 1 or 2 that do the whole meal deal. Although I'm not too sure that they also allowed mySQL dbs
