Do you think it is more profitable to buy webmaster orientated traffic as a program or, surfer orientated traffic?

Next month i think ill be going on a big traffic buying spree and just wondered if anyone had any thoughts on which type of traffic i should be aiming for to start with?

Also, if any of you program owners have any advice id be glad to hear it also
