If he looked like he could plausibly be 16, and you had the sense that what he was telling was the truth, I would probably contact the Royal Canadian Mounted Police (Canadian equivalent of the FBI). They are a lot more "on top" of the at-risk youth problem than the FBI is.

The concern is that if you contact Menchats, and they, in turn, contact whomever the provider of that particular webcam is, then the kid may suddenly "disappear."

I have a friend who is a social worker in Canada and works with at-risk youth. I will also speak with him and find out if there's an expedited procedure at the RCMP for this sort of situation.
