In your opinion do you think it pays an affiliate program to concentrate on quality of sites or quantity of sites that they offer their webmasters?

I know from my point of view quantity is the better option of the two and the same is true i would say for many of the larger affiliate programs in the industry to date.

Also, what are the benefits of both in your opinion?
