It's not Americas place to take care of this problem. North Korea border China and South Korea, they need to clean the shit out of their backyard, nobody else.
However, I think China is concerned that a North Korea isolated from the rest of the world would result in a North Korea as a source of jobless impoverished refugees fleeing to China to survive, and a North Korea that has no means of supporting the basic needs of its people. As North Korea's closest neighbor, China would shoulder the burden of much of the civilian chaos that would result from UN isolation.
