In a way I do understand why Bush does not really want to talk with these Governments. Seems all it ends up in is them asking for more and more compensation for their bad behavior, and these are Governments we want to overturn and by talks with them it also does legitimatize them in a way. All that said we should still have back door talks with these people, but not sure we should give them anything more does not seem to work every well in the long run.
