for the same reason the clubs aren't closed if somebody od's on drugs

eg River Phoenix and The Viper Room

If you closed all the clubs in LA where underage kids have done drugs or get drunk, there wouldn't be anyplace left in town to go .... !

and believe me, people DO make a big stink all the time but, West Hollywood City Councilmen prefer to make money from alcohol and food taxes than on empty properties that get run down and attract vagrants
