The beach they were at was Black's Beach, in San Diego. It is a nude beach, not a public beach where families and kids are playing. It is also fairly remote, accessing it by either having to walk north for three miles on a rocky, turbulent shoreline from the La Jolla Shores parking lot - or traverse a few hundred feet down a dirt trail on a steep cliff with no steps or guardrail. It is sparesly populated with only an occasional person walking or jogging along the beach. Lifeguards come by once an hour either by jetski or truck. There are no lifeguard towers for miles.

So surveilance would be easy.
