I shot Nick an email on this, but he had a good idea to post a clarification of how to get an Affiliate ID via CCBill without a Processing Account with us:

To clarify: an Affiliate account WITHOUT A PROCESSING ACCOUNT is tied directly to the program owners themselves. You wouldn't get a response from the CCBill Processing Sign-up forms online, since the affiliate sign-up is a different sign-up process tied to the program owner.

What you do: go to the site for the program that you are interested in – sign-up with them as an affiliate, and it will direct you to a CCBill affiliate sign-up page. Then you will receive an affiliate ID for that website/program, as well as CCBill admin access to our System5 reporting/tracking system, and access to the button code needed.

It's pretty easy and if you sign up for multiple programs, i.e. multiple IDs, we can link the IDs together to provide one check/payout to you.
