Yes, that is cheating.
Most programs state you can not have your friends or family signup under your account.

Yes you can, its no different than going in to your local bar and handing your buddies a bunch of flyers to one of your websites.
So long as all you are doing is telling them 'this is my site, go check it out and signup to any of the paysites you like' then you are not actually breaking any rules from affiliate programs in my mind.
So long as they arent doing anythiing fraudulent then i see absolutely no reason why you shouldnt be getting your friends to go to your website and indirectly to your sponsors sites.

it would be a problem if it was something along the lines of 'they sign up for a $1.95 trial (which they cancel) and you get a $35 PPS payout'. That would be shifty. But if your friend was going to join a paysite already, I don't see why he shouldn't join yours, and if you get a cross-sell in there, then all the better.
