if a site stops getting traffic can i resubmit it

say i submit a site to a place like gaydemon and in a few months time it stops getting new traffics am i allowed to resend that site back to gaydemon or to another directory site to get more traffic or is this cheating?

In almost all cases, no, you can't resubmit.

You build new somewhat different sites and submit them.

It's called the 'build and forget' model.
