As nicedreams said, it generally loads everything only once, but it's also true that
an animated banner is often two or three times the size of a static banner. That's
an animated GIF. Flash banners can burn ten or twenty times the bandwidth of a
good GIF, and Flash can sometimes reload the same thing over and over again.
