Yep! Personal page first, then make a fan page. However, you cannot push people to become a fan, but you can request them to become a friend from a personal page. So first you need to request friends and then request your friends to become fans! It's a bit of a pain, especially for me whom my friends on my collin o'neal personal page don't really want to migrate to become a fan...why?

Well, friends on a personal page can IM with you, but fans on a fan page cannot IM you and sometimes fans want to try and talky talky with you via your private page
