Illegal tubes allow pirated videos to be uploaded and don't screen uploads. Or if they do, they are not looked at thoroughly.

Legal tubes monitor and moderate user uploaded videos. Legal tubes are those who possibly only allow sponsor videos to be uploaded. Or they allow anyone to upload but do moderate thoroughly.
