People aren't recurring because the recurring model simply isn't what it used to be. People join a site, download everything they want, then cancel. Why should they pay another $19.95 for maybe 2-6 movies over the course of the next month when they can join another site for $25 and get another few hundred videos.

Also, your site looks smallish, so people perhaps aren't sticking around because they don't feel you're updating enough.

Having said that, Phantom Cart, will offer you the opportunity to do a VOD scenario. The problem is that they only use CCBill. However, the owner of Phantom Cart (I forget his name) is a great guy, he gives very good support, and he has connections with CCBill, so he might be able to get you access to the sign-up and approval process. I used his software and I was very pleased with it. Pretty easy to set up.
