As I understand it, sites that don't implement the verification could potentially be blocked by UK ISPs or be denied the power to bill UK citizens. Whether this is all going to work in reality I don't know.

The UK's attempt to regulate online video through the quango ATVOD was a flop, though not for the fat cats managing it. It's all been brought under the media regulator OFCOM now with a light touch rather than a sledgehammer.
