Clear as mud.

In this case, the first part is where they say WHY they are doing what they want to do, and they kind of explain it a bit. The second part (starting here: PART 75--CHILD PROTECTION RESTORATION AND PENALTIES ENHANCEMENT ACT OF 1990 AND PROTECT ACT; RECORD-KEEPING AND RECORD INSPECTION PROVISIONS) about 2/3 down is where the actual meat is.

But, that’s just my reading of it.
