In the US, the law requires a picture ID, but the wording of the law doesn't mention that it must be current and can't be expired, I don't know what the law is in Canada. But since you don't need the documentation until you actually release product, you could always go ahead with the shoot but insist he get a valid ID, as long as you trust him to really do it.
