You must be referring to straight boys. Most of the gay guys I know wear low-rise boot cut, which couldn't do more to show off the ass and package.

I used to wear those shorts, with knee socks even, the kind with stripes at the top to match the color of the shorts, but I got way too much shit over them so I stopped after highschool. I still only wear those really square cut 50s/60s beach movie style shorts at the beach though. They are hot, and flattering.
