Under 4472/2257A, there are no more secondary producers, everyone is simply a "producer" so if you are putting up content, be it sexually explicit, simulated sex, or even non-sexually explicit nudity, you are expected to have the appropriate 2257 documents for each depicted model. The only exception to this is as someone else stated recently... if the URL at the top of the page isn't on your server (meaning you're linking to someone else's content), then they have to have the records, you do not. But even a sexually explicit banner is subject to the new regulations as they currently stand.
