Have you ever tried reporting a webmaster for spamming? Well, nothing happens to them. I still get their spam, and their links still work day after day. But their TOS *clearly* states that spamming is a violation.

So, Basschick... I don't just think there are exceptions to the rules... I'm not just talking out of my ass.

Many webmasters that get reported for spamming are dumped by sponsors because excessive spam degrades the integrity of the sponsor with surfers. As a matter of fact some dubious sites will maliciously spam surfers with their competitors site to damage their web presence and cause them to receive hate mail by surfers.
