It isn't a pay site, but I believe you shouldn't advertise a gallery (content) section unless it is filled with an appropriate amount of content for the membership fee paid. So if your site isn't fully up yet, don't charge. Because if I paid for a membership and then a month later after it expires, a lot more content is added, I'd be pissed.
