What I don't understand is why doesn't this guy sign up as an affiliate, take down all the stolen content and put up affiliate content and make money?

Copyright law is black and white, if you didn't create it, or don't have a written contract of ownership, you can't post it, unless it's promotional content and you're an affiliate.
