I predict two things to happen, given that the number of potential customers is finite.

-New billing options will enable foreign users to buy products that were previously unavailable to them. Also, the devalued dollar will make everything from the US more affordable.

-Smaller producers will merge, larger companies will squash competition, and users will demand higher technical quality that only a big company could provide. Plus, the government would prefer to only deal with a handful of professional producers rather than a lot of little underground independants. The market will be ruled by a handful of big companies.
