France, with its aging population, is having big financial problems. In fact, they are running deficits so high, the EU keeps having to exempt their transgressions in order to stay in the European Union. (Plus, France has had almost 10% unemployment for years and near zero economic growth for years. Wonder why???)
Specifically to the health care system in France - this USA Today article writes of an astonishing 14, 802 people dying in their hospitals during an unexpected Summer heat wave in 2003.

You can blame the weather if you want, BUT THEY DIED IN THEIR HOSPITALS.
The United States is so much larger then France, you must concede that the wider array of population, geography and demographics means that even more unanticipated things will occur, and even more frequently.
