It depends on the time window. Blogs will pay off in the long run as it takes some months to built good amounts of SE traffic if done right. Freesites already get (indirect) SE traffic from the very first day because you're getting traffic from directories where you submit them to and they get a good share of their traffic from SE's.

So it all depends on your skills and goals. Doing some free sites is easier than doing some blogs (if done right in terms of SEO).

Sorry I'm not interested for just 200$. This will take longer than just about 2 hours and you would have to raise your budget a bit on that. If you want something like "setting up a project from A-Z" ecpect it to take at least 5 times the time and money.
