Is there a way for affiliates to report pirated content except for sending emails?

I've come across a lot of pirated content, especially on sites in german language, but I've grown tired of contacting site owners directly. In the best cases I get an answer that tells me "thank you and we will look into it, blah, blah..." and when I check the sites again after a while their pirated content is still up. However, in most cases site owners don't even bother to answer at all.

Sending emails seems just a waste of time for me, so if there would be a system where I can also see which sites really care for their pirated content being taken down, would be a great advantage and I would gladly do my small part in helping to fight piracy.
