Matt @ Google, has categorically said spending money on adwords WILL make you rank higher.
I always suspected this but have not tried adwords yet myself. I'm thinking about doing a test with one of my blogs that has very little traffic to see if it starts to show up higher in Google.

I wonder how far away we are from the day when Google starts giving search results based on the companies willing to pay the most.
