Have you read the bill? Here is the bill and amendment info: http://info.sen.ca.gov/pub/07-08/bil..._enrolled.html

"The bill would require the medical provider, if a patient declines the test, to note that fact in the patient's medical file."

There is nothing in the bill that states the idea is to stop the spread of HIV, only that you can be tested without written authorization now and if you decline the test it will be noted in your medical files legally, whereas before you had to give written consent to the test and they could not put your rufusal to take the test in your medical file.

Another thing to note:

"In California through March 31, 2006, women comprised about eight percent of all reported adult/adolescent AIDS cases (11,514 of 139,781)." (source: http://www.dhs.ca.gov/AIDS/Resources...72WomenHIV.pdf )

This bill isn't about heterosexual women/men being tested for HIV/AIDS it's about Gay men, the vast majority of cases in California being tested without written consent and if they refuse, it's noted in their medical file.

In order to receive a sexually transmitted disease it takes two people. Unless you have gone and been tested with someone and seen their results in person you will never know if your partner isn't HIV+.

How does this bill help stop the spread of HIV?
